Actually at times when Marco Polo was traveling in Asia there were less visa problems and less awful bureaucracy. They put so many loopholes, nonsense and costs in the online applications that it is very unlikely that any airline will let you board an aircraft for Burma without a visa because if they wont let you in at the border the airline must take you back.
They do everything to tell yes we do online visa and whatever but at the same time they do everything to deny the whole by bureaucracy. The problems are in-fights and no cooperation by the relevant ministries. Because all embassies / consulates are run by the money they get from the visa fee means there is continuous infighting between the relevant ministries because none want to loose income and wont even vouchsafe it to others. Its the usual behavior of a bureaucracy running wild.
